EUCLID, Ohio – Madeline Chappell, 44, was indicted on five counts after an incident that occurred with an inmate at the Euclid City Jail on January 14, the Cuyahoga County Prosecutor’s Office said.

Inmate Lucille Dumas was being booked into the jail and got into a verbal altercation with Chappell, the corrections supervisor, according to a Cuyahoga County Sheriff’s Office incident report.

Chappell is then captured on camera punching Dumas in the face; she also pepper sprays her.

Dumas was handcuffed to a restraint chair during the assault. According to the report, Chappell then proceeded to punch Dumas in the face three more times.

The report goes on to say that other corrections officers then witnessed Chappell dump water onto Dumas multiple times and strike Dumas with the plastic water container, causing it to break.

Chappell is set to appear in court on March 31 for arraignment.
