Cleveland RTA Executive Found Dead In Virginia

Dr. Floun’say Caver, a longtime executive with the Greater Cleveland Regional Transit Authority, was found dead in Virginia after authorities reported him missing.

Hampton Police confirmed Caver’s death Tuesday. Police said there does not appear to be any indication of foul play.

Caver, 50, served as GCRTA’s Chief Operating Officer and Deputy General Manager of Operations.

Authorities reported Caver missing Monday while he was on a planned trip to Virginia. Cleveland 19 reported that sources said Caver may have been visiting his son in the Hampton area.

Virginia State Police issued a Critically Missing Adult Alert after his disappearance. Authorities said Caver was last seen around 3 a.m. Monday in Hampton.

The alert said Caver’s disappearance posed a credible threat to his health and safety.

Caver Was A Longtime GCRTA Executive

Caver spent more than 15 years in leadership roles with GCRTA.

He first joined the transit agency as a Budget Management Analyst in 2000. He returned to GCRTA as Manager of Budgets in 2006 after earning his doctorate.

Caver went on to serve as Director of Service Quality Management and Director of the Hayden Bus District. In 2017, he became Assistant to the Deputy General Manager of Operations.

GCRTA appointed Caver interim CEO and General Manager in 2018. At the time, he was serving as Chief Operating Officer and Deputy General Manager of Operations.

Caver earned his bachelor’s degree from Hiram College and his master’s degree from Cleveland State University. He earned his Ph.D. from the University of Texas at Dallas.

He also taught public administration at the university level during his career.

Police have not released additional details surrounding Caver’s death.
